Having Toruble Recognizing a Storage Device

I'm having trouble with steam recognizing one of my storage devices. It was recognized at one point but I never got to intsall a game onto it before Steam stopped recognizing it. Every time I try to add a new install location my new hard drive "F" never shows up in the list. I tried closing and restarting steam and my pc, that didn't work. I messed with the "libraryfolder.vdf" and that didn't work. I ended up deleting the steam data on the new, unrecognized storage device in case somehow the files on there were wrong which is why stream was not detecting it anymore but that was not the case.
