steam do have longer start up procedur, then in very steam client old days.
validate content to all them things added over the years, when now where you are and now gives a network timeout or not ready, maybe throw steam a ticket with this.
i can add more crap down in this way, use 100% cpu cycle, then steam will faill to do its task and actual will fail to connect, problem is i know what did this, problem is you might not use 100% cpu cycle, its here you might have a chance to explan this to steam.
dont expect other here agree with you, they might have client running on startup, you dont, i bet.
all this can be seen as fail to start or do its check up in time, im not sure windows OS with thing not get done in time might also be part of the problem, steam cant fix what windows do.
app dont like wait statements, programmer know this, im sure steam know this also.
only solution is steam client most be running before start a game.
If i want to see the news or anything else i can make it big screen by myself. Why do they force somethink that i don't want. If i want to buy something i can look by myself... Don't stick your ♥♥♥♥♥♥♥ in my eyes...

My solution works but isn't a good practise. Depending on grade of annoying, you may give it a try... ;)

This guy's got a tutorial on where you add "-silent" to Steam's default shortcut registry to make it open in the tray, you can also add "-vgui" in there too if you want to make Steam use the old GUI layout.

all those small programs steam uses when steam starts.. properbly some off them to spy more on us. the thing that steam thinks they have to start maximized, so we have to see promotions off other games. it can really not be so difficult to put back the " start minimized " button. and remove all te small programs that each wish firewall acces to start. . ??? why . why id it not only the main steam program that needs firewall permision.
i dont trust companies that behaves like this. begining to wonder why we have to pay so much for games, if in reality steam makes it more GAHHH ( i dont know the word for it. but i think the word is close to vomit, and means garbage )
soo, we have to open the game, as normal.
normaly steam would start up minimized stealth, and that is it.
NOW we have to wait for all the small steam programs they have added to the main program, and then waste time and concentration on closing a game promotion page and minimize steam, before i can even think about playing. !!!
really ?? how long can it take to do things correct.
most times it is easyer just to do the things the right way, than this lets tric our clients.
this is proof that they did not think about doing it the correct way from start. they only try to trick people.
