"Steam Common Redistributables" is a package of common library installers, VC, .NET, XNA, DX, etc. Steam needs them in a controllable location, and that's Steam default library folder location.
so if i uninstall scr, then i set my sd card as the default download folder, i can play my game?
Second, moving the redists will not change anything. They DO NOT need to be on the same drive as your game. If you are having issues with the game not running, then you have somehow damaged its connection to the redist installations. Either that, or the game just doesn't want to run on removable media (similar to how Wizardry 8 will not run on any drive with a letter other than C). Uninstalling the redists will break nearly every single game you have installed, and getting them working again (that is, properly rebuilding the redist library) will be a chore that will only be properly fixed by reinstalling every game you have installed.
I would try identifying what components of the library P5R uses and un/reinstall them manually. If the game still doesn't run, then either your laptop cannot handle the game or it cannot be run from removable media.
