And I just tested it. Setting it to Store or Friends will bring the client to the proper one when doubleclicking the tray icon. I set it back to library again and it goes to the library when doubleclicking the tray icon.

So no, it is not there in the new UI settings.
Target window should look like this: "C:\Program Files (x86)\Steam\Steam.exe" -vgui
Old UI back with Friends List now the default as it was before.
If you simply want the old UI back, then just add -vgui and change whatever you like.
That's not very clear. Are you clicking on a game title in the list? That's why it's launching a game.
If you want a desktop shortcut to open the friends list append this to the target line of the shortcut:
+open steam://open/friends
Note: Will not work if you're using the old UI.
The navigation from a tab to another also blocks, closing a tab request 2 clicks... The steam overlay is extremly clunky and should be pull back in beta and not tested like this on large scale...
These are both issues that should be brought to official support's attention so they consider correcting the mess it creates and the inconvenience it is.
