Report a translation problem
- Uninstall Steam
- Reboot
- Reinstall Steam
- Move the game folder back
- Start Steam.

This gets you back to the old UI for now.
Life saver (at least for now). My steam was unmovable, half the buttons didn't respond, and the menus were popping up off the screen. Aesthetics aside (which I find too bright and distracting), it just wasn't functional.
I went digging in the registry as well to change this on windows start up as well, for anyone else who forgot their windows-foo too look for steam here:
Edit: This doesn't work, Steam update will overwrite it. Instead, disable "Run steam when my computer starts" in settings > interface, and make a -vgui shortcut in:

It would be nice if windows let us set default arguments on applications, so I wouldn't have to worry about where it was called from. Oh well.
