Try closing Steam and restarting it. If that doesn't work, scan for malware. If that's not the problem, maybe it's time to upgrade your PC. I just checked on my PC, and Steam is using about 670MB of RAM total. If you only have 1GB RAM, I'm sorry to say this but you're using such an outdated PC that it's time to think about going dumpster diving to find a better one.
It's bad, now Steam client webhelper is using 600mb of my ram and there's no way to stop it. I tried hard stopping using task manager and then it pops up again. Also I changed it so Steam doesn't start when I start up my computer. Also under library I changed the settings to low memory usage. Still in idle, Steam using 650mb of memory.

Yeah but before this Steam update it was using maybe 200mb max of memory. I don't think 650mb is normal for Steam just idling. btw I have 32 mb of RAM

What CPU are you using, and how much ram does your system have?

Can try reinstalling client, go to steam folder, move three things out of the steam folder don't want it in there. The things need to be moved are "Steamapp" & "userdata" folder, and "Steam.exe" file, once you have done this, go ahead, and uninstall Steam, this get rid of reg files include of a problem, once uninstall, go ahead run steam.exe install, then drag back the folder "Steamapp" & "userdata" folders back into Steam folder, now run Steam and see if issue resolved.

Another tip is to enable GPU hardware acceleration, see if that take load off on cpu, you will need to restart client for it to take affect.

Actually it been that high ever since Library changed, people been complaining same thing when library got updates that was couple years ago.

Also I know you meant GB not MB lol, but yeah I don't think it be a problem for you if have that much ram.

that's the thing why should i have to mess around and do complex things. Steam should use 400mb max. Are they hacking me or something? lol

Steam using over 800mb is normal now. Now you need a minimum of 32GB of RAM to use Steam.

not rly, older games with 8 GB of RAM is just fine, but when I am playing RaceRoom CPU Usage goes up to 80% (no Crew Chief or Second Monitor and capped at 40 FPS), ca 30% of CPU resources, Steam even more, half of my CPU resources, even when it's running background, it shouldn't idle that high.

i found a fix for this
go to steam > settings > in game
and turn off "steam overlay" then restart steam, it should make things a lot better
