Why are my steam download speeds so slow?
I've tried all of the tips and tricks that every article and video has on this. Change download region, take bandwidth limit off, clear cache, task manager stuff. Everything. I have a 350 mbps download speed and on steam my games are downloading at an average of 30 mbps.

Seriously? While your point about searching out the other posts is valid, there's no reason somebody shouldn't ask here just because it's not Steam support. As I've said to you before nobody forces you to read and respond to posts here.

As for the OP's question most likely is your getting your speeds mixed up. ISPs tend to put it in Mbps, Steam uses MB/s.

350Mbps = 43MB/s. So 30MB/s for Steam is not terrible, and the lower speed may be due to several factors e.g. if over Wifi there's interference etc...
