If you want to make guesses, check the game you're interested in on http://isthereanydeal.com. They have a "price history" that may or may not be correct for every game, but I do trust it to some extent. This should how you whether the game has seen a lot of sales in the past or not, and what the discounts were.
Of course, even such sites cannot predict the future. It's still guessing.
