There is no other way.
Once a key is used you cannot retrieve it. A key that is once bound to an account it is bound forever. Next time pay very close attention to the fine text on ebay sales which may state that the game you got is used or opened.

If you contact Steam support by submitting a ticket, attach a copy of the eBay receipt, a link to the auction page, a photo of the game box with product key on display as well.
For the photo, write down the support ticket ID on a piece of paper and get that in the photo as well to prove you took the photo. I would imagine this would be sufficient evidence for them to know that you are the owner and they may be willing to transfer the game to your account.
Or Valve will initiate the procedure for reclaiming a hijacked account (from the seller).
What if I installed the game with the installation discs, but then game shared it on steam with a friend? Would it ask for a key?
You would also not be able to access their games if they are using them.
So the disc is basically useless?
Read the advert/ebay page again, if the game is not listed as used you may be able to get your money back from the seller using ebays refund system.
Now I just have to find someone thats willing to game share xD
If they are playing ANY of their games, you cannot play any of theirs. Likewise, if you are playing CSS and they want to play one of their other games, this will kick you off.
