Vsync stands for Vertical Synchronization, which is to limit the game's frames per second to your screen's refresh rate. 60Hz being 60fps. Games can have different Vsyncs, i.e. with Dead Space it's a 30fps Vsync, in which case I recommend using the videocard drivers for the Vertical Synchronization.

Doing so, it prevents you from seeing screen tearing when your videocard is outputting more frames per second than your screen displays. Having Vsync on in a game where you'd be getting xxx FPS with it disabled, also locks it to 60fps on a 60Hz display.

There's no point in any higher FPS than your screen's refresh rate, you won't see it anyway and having the videocard run at such high FPS, is just an unnecessary add to your GPU's temperature. If your FPS is near your screen's refresh rate, it's better to have Vsync disabled, because it IS rather demanding to have it enabled. Therefore, only use it if your FPS is skyhigh and the game is smooth even with it enabled.

I'll add that Vsync can cause a bigger input latency, how much that will affect you, is up to your screen's response time.

This depends entirely on the mouse and the game you're playing. For me Vsync does not mess with my mouse in majority of the games I turn it on. But there are some exception.

Rage and Dead space 1 comes to mind. Dead Space 2 and 3 are better in this regard.

I always keep Vsync on because it removes screen tearing which I just can't stand.
