If you pay at least a certain amount of money -- the "current average", aka "beat the average" for the normal bundles, or a fixed $6 for the weekly sale, you'll get all the games in the bundle.
Normal bundles (haven't seen that on a weekly) will often have "hidden" games that are revealed after the first week. These are "bta" as well -- nonetheless, if you have previously beaten the average, and the current average is higher, you'll still get these games without adding more money.
For the 1000 buyers, if they paid over $10, they also got Starbound + the games that were added last Tuesday to the bundle (the new keys automatically appear on your purchased bundle, to either be activated on your Steam account or be gifted to someone).
I was able to get Starbound!
I've bought over 10 Humble Bundle bundles, and I always pay above average.
Yeah well, hidden bonuses are hidden. I don't know about these :-) Obviously means they can't influence my decisions either.
Why would their customer base care if they sell starbound copies. Those extra 1000 starbounds were sold within 3 minutes of the launch of humble bundle X. So far 0,3% of humble bundle X buyers has received starbound ... and it will drop to 0.2%
The problem is that not everyone got it, and that's what upset people. I was able to get it since I was buyer #5 of the bundle, and I am glad I did! For a few minutes, the value I paid and my name were among the Top 10 contributors of the bundle!
I was only able to get it because earlier that day I read on Facebook about it (I follow HB on FB). It mentioned a misterious item in very limited supply. I got myself prepared to get at HB's site at exactly 11:00 AM PST. I even added the PST timezone to my PC and set it using NIST.GOV. Talk about being paranoid!
Another problem is that Starbound is one of those beta games (aka "early access"... I hate this term!) that'll probably never see a final release. I really don't care, because it is a nice little game.
Enough of that.. The point is that I really like Humble Bundle.
