"USERXYZ123 is not available to trade. More information will be shown..."
Yes, I've read the FAQ, they don't say crop about this specific issue. Yes, I've searched other discussions, they don't say anything useful either, just "maybe", "it could be". No, I'm not trade banned, I've just completed another trade.

I'm trying to understand if this means that the other party has blocked me from trading, is offline and can't receive offers or something else. Does anyone have some knowledge to share?

I've had one experience where a friend and I couldn't trade but when we had the Steam browser chat open we could. Not sure if it's related to this.

Usually it means the other party cannot trade because theya re in a trade cooldown
With "trade cooldown" you mean the trade ban of 7 or 15 days after you add a new device or tamper with Steam Guard?

It could be anything that doesnt allow the other person to trade. 30-365 day cooldown, trade bans, steam guard triggers, change of payment cooldown, etc. The system is telling you "User A is not allowed to trade". Only User A will be shown why when they actually try to trade. You don't need to know 'why' they can't trade, just that they cannot. Only UserA will know the real reason and they're the only ones that need to know why.

Yeah, but I noticed that a number of scamming reports (like http://forums.steamrep.com/threads/76561198075422635-ronkzero.16160/ at the end of the log) end up with the scammer being not available to trade. Scamming has nothing to do with this question, but it looks like the scammers "activate" the inability to trade when they don't want to talk anymore, so I was wondering if it's not just random fury of the Steam Guard gods striking on unsuspecting users, but also an effect of someone blocking you. But yeah, this is stuff from more than a year ago, things could have changed.
Heya, just updating this. If the other person blocks you, the only thing you get told is that "USERXYZ123 is not available to trade.", so if you suddendly can't trade with someone, or haven't been able to trade with someone in particular for a lenghty period of time, it's safe to think that they blocked you (even if it's possible that the unavailability is caused by something else, of course). It's what happens when someone blocks you, anyway. Hope this will help.
