Also, if you are seeing timeouts, this will most likely not be software related. You most likely are seeing network latency. This can be anywhere from the Steam server to your PC. You could try a trace route to Steam and see if there is a break in the path:
open command.exe and type the following: tracert 72.165.61.187
You should see something like the following:

Trace complete.
As you seen in my tracert, there was a timeout. But, that doesn't mean I cannot connect. But, if you see see the tracert fail and the trace is not complete. That might be an indication.

Restarting my modem and router fixed the thing completely... Apparently you need to restart routers from time to time, at least mine.
Funny thing is it started out fine, but I wanted to check what my password was on the account so I logged off.
And the connection issues popped up.
But also I clicked on the link in the error to steam support:

And I got error 500 in browser, plus is it down sites said it is down not just for me...
I could also not connect to the site via browser (bad password) but on 3rd try the password was accepted. Of course it took me total of about 20 times to guess the damn captcha. >_<
