Start Menu Game Shortcut

How can I set up a Start Menu shortcut for my game.
I have to access my game by searching from the Start Menu to the Steam folder.
There is no shortcut option available.
I asked this in Steam support and my request was ignored so I am hoping the community can advise me.
I would also like to ask how to set Steam not to go on-line as I do not require any network connection to play the game. The office firewall is sending warning messages to our administrator who has instructed me to turn off internet connections otherwise he will block it.

OK, Busted again, 'The item I selected is unavailable etc etc.
Perhaps I was not so stupid from the get go.
Seems you can only have a Start Menu shortcut to a Desktop shortcut?!?
Of course I do not want my work PC having game shortcuts on the desktop.
Think I may have to revert to unlicensed game.

I just use the windows 7 jumplist why bother with shortcuts in other places in 2014 :P

can't find a good fix for boderlands going online anyway.
