did you try deleting all .dll in the steam root folder?
1 - I re-installed steam,
2 - when I tried to login got the fatal error messenge saying that filesystem_stdio.dll was bad,
3 - deleted all .dll files (from AppOverlay.dll to vstdlib_s64.dll) in the steam main folder (didn't touch the other folders),
4 - put "run as administrator" on compatiblity options for steam.exe,
5 - run program,
6 - steam repaired itself and logged in automaticaly,
7 - tried to restore game from backup and immediatelly started going.
Hope it helps.
If it's on, turn it off.
This fix worked for me. For some reason having a download restriction schedule also disables game restores (looks like it counts as an update to steam).
Bumped to verify this quote is accurate in my case as well.
Certainly something Valve should look at adjusting.
Steam needs to have a warning when this setting is stopping your game backups from installing!
