Can't trade with anyone

Ever since the quick Steam outtage, I haven't been able to trade with anyone. It just says You canot trade with (insert name here). They are able to send me requests but it ends up not trading because when I hit accept, it says on their said that I have declined. Anyone know what to do?

Steam is still recovering.
The inventory server is separate.
Give it time.

Let the other person send a trade offer (or send it yourself, untested if that's possible), then accept it using browser.

Might not work for everyone, will not confirm on your side until refresh.

i cant even buy stuff from amrket..it keep me saying Cookie not enabled...i downloaded a 80 mb update for steam , but nothing changed..
