Also, search for "bundle tracker" and you might find a place like the Indie Bundle Wiki that lists all the active bundles. There's at least several more bundle sites that I haven't listed here because I don't remember them.
That said, I'm not sure Starbound is gonna show up in a bundle. They don't exactly need any more publicity anyway. If the discounts pattern is anything like Terraria's, expect to wait until mid-year or end-of-2014 sales for it to be discounted.
After the Snow Globes thing was over, Steam started awarding discount coupons for people who crafted a badge (instead of the much more interesting snow globes). Yesterday I got a "66% OFF Speedrunners" coupon, which I put up for trade for cards. It is possible someone got a coupon for the game you want. You might want to check the Steam trade group and also the game-specific trading discussions.
Another possibility to get the game you want - FOR FREE, and totally legit - is to try to get it on SteamGifts.com.
I don't know if it will work or not, because it is the first time I got a coupon.
Despite the whole fiasco that was the Snow Globe thing (I mean the way it ended), I think I liked them better. At least they were easier to trade/sell, and made crafting badges a lot more interesting.
Anyhow, my point was that the OP can still get a pretty good discount on the game he wanted if he can find someone with a coupon for it.
Or, for that matter, an emoticon or background that someone doesn't want.
