Can't add my friend on steam (Bug) Fixed

Alright so i guess this a bug i can't add this person on steam, but it's apparently only him i can't add i can add others, but not him i've asked steam about this matter i only got this

Exit Steam.
Please open Internet Explorer, Safari or Firefox and type steam://flushconfig then press Enter. (If asked to allow this website to open a program, please click 'Allow' or 'OK')
When prompted by Steam to reset your configuration, please click 'OK' to confirm.
Once done, login to Steam and re-test the issue.

We both tried that but without luck, anyone know this bug?

What does it say when you try to add them?

What you want to try is block the person, unblock the person and then re-add him/her again.

Do the step I've mentioned in this first post.

Block person, unblock person and re-add person.

And also do you keep close contact with this friend outside of Steam?
When you receive this error, there is a high posibility that this person have blocked you from contacting him.

I can't block him when i don't have him on my friend list

We play alot, we talk over Teamspeak and skype

Yes you can. Once you go to the user's profile select 'More' in top right and there will be an option to block communication.

As mentioned before, do you keep close contact with your friend?

Are you sure that he/she has not blocked you?

I have an old friend that has blocked me and when I try to add him few times it gives me the same error message.

Looking at your issue, the adding friend issue is not an issue.

It's the issue that you do not have a Block communication button because it should be there, I'm assuming you have tried both the Steam browser and through Internet browser while logged in?

I've done a bit of research and found a point that 'Block communication' button disappears when you have already blocked the friend.

Do you want to check your blocked users list?

I used the steam://flushconfig in my internet explore while we both blocked each other then when we get back on we unblocked each other and it worked

I had the issue to, and going to the list of blocked users that Suldok mentioned worked because they were still actually blocked without me knowing it. Thanks!
