I had this problem today. All I did was rename the steamui.dll to steamui.new (or move it, or delete it) for safe keeping and steam generated a new one.
Just rename it as steamul.ll
just replace the lowercase i with a lowercase L or uppercase I
This is legit, I had the same problem, changed steamuI.dll to steamui.dll and it worked straight away. cheers Poke 07
This is strange. If the desired file is missing - Steam usually download it.
Thus, if the current version of the client has a problem file - when you delete this file, it will appear again. The same file, with the same problem.
However, I am happy if this way has helped you.
Using files from ... non-oficial steam sources may be not safety.
Use it at your own risk.
Use task manager, or programs like "Process Explorer", "Process Hacker" (it's extended task managers) or "Unlocker" http://emptyloop.com/unlocker/#comparison
PS also need to disable steam auto-load
