XBOX 360CE isn't working

So I got a Steelseries 3GC controller for Christmas and found out that it doesn't work with steam, but all advice said "just use xbox 360CE" So I installed it, configured the controller, and moved the two files to the right location (for multiple different games) but steam doesn't seem to acknowledge it at all. Is there a setting in steam I need to turn on to tell it to use a controller? Or am I missing something else?

(as an example, to make sure I have it in the right place, I put the files x360ce.ini and xinput1_3.dll in the folder with limbo.exe (C:\Program Files (x86)\Steam\steamapps\common\Limbo))
