Error 118 Only In USA?

Why is steam not working in the US but works in the UK and Canada?
I can get the steam store to work using Hola! Unblocker and changing the VPN to Canada.

I am in Winnipeg, Canada and the store is not working at all, the community pages and profile pages are working however.

Don't claim it works somewhere when it doesn't. I am in Toronto and it hasn't been working all morning since I have been up.

Haven't been able to access the store since around 9pm EST last night. There was a couple of games I was interested in grabbing before the sale ends, but I think fate is telling me to save the money.

Use a Proxy, My IP was blocked during attack.

Same on Brazil. LONG response time, errors all the time. It's not my connection, since every other site I visit works just fine.

I'm in Ontario, Canada and the store page hasn't loaded since about 3:00am. I'm getting error code 118, same as OP.

Step 1: If you dont already have Google Chrome download and install
Step 2: Go to https://chrome.google.com/webstore/detail/hola-better-internet/gkojfkhlekighikafcpjkiklfbnlmeio?hl=en
Step 3: Install the plugin by clicking on "+FREE"
Step 4: Confirm the new extension by clicking on "Add"
Step 5: Click on the fire icon next to the url at the top of the browser, and then change the vpn to canada.
Then you are done. Go to www.store.steampowered.com and give Lord Gaben all your money.
