I can't create a collection, there is no button

Look at this picture, in this picture there is a button under 'my workshop files' to create a collection.

For me there is no button, it goes straight to "Browse by" for me. I made a collection before but now there is no button.

This is extremely late, but for those still looking, going to this link http://steamcommunity.com/workshop/browse/?browsesort=toprated&section=collections&appid=730&childpublishedfileid=470081137 should bring up a create collection button on the side if you are logged in to steam.

I couldn't make more than 1 collection either, but just find the appid of your game, and replace the xxx at the end of this llink with the appid: http://steamcommunity.com/sharedfiles/editcollection/?appid=xxx
