how do i do that
Setting up a new folder, the folder you choose has to be empty so just have it clean when you're setting it up. I definitely do not recommend setting it up in your root folder for a drive. If you have another folder where you want the new one to be, just move it to a different spot on the drive for a bit. Personally I set it up to mirror where the Steam install is on my main drive.
Wanting to transfer a game from one library to another is easy enough. Copy the files from the first library straight to the other. Then uninstall the game through Steam, which will delete it from the previous library. Then when you hit to install in the new folder through Steam, it will see that you have files already in the new folder. It will take up to a few minutes depending on your connection and the size of the game, to essentially do the same thing as if you hit "verify integrity of game cache." Some bits may need to redownload.
You can also just make the move more directly, with restarting Steam to let it recognize where the game is installed. I'm not sure if this will work if you've already hit uninstall. It is especially handy if for some reason Steam stops recognizing the library on a drive. Just rename the folder, set up a new folder with the name as the Steam library on that drive since it needs a clean spot, move all the games into the new folder and restart Steam.
Generally all your saves will carry over, since they mostly save to the game folder which you copied over or to a separate folder outside Steam which usually isn't removed. You may want to be careful and make backups to make sure.
