So, I have found no resolution to this issue after working with Steam support. The overlay crashes everytime I run any game or application within seconds. The error messages are always the same. I have disabled all antivirus and I have no software firewalls. Windows is completely updated with all whiteliested updates that apply to Windows 7 64 bit. My network is optimized for Steam. I have even gone so far as to completely remove Steam. Run CCleaner to pull all registry entries and then reinstall Steam and a couple hundred Gb of games. I have used the Beta and standard client. I have moved between them after the reinstall as well. The only option I have left is to completely reinstall Windows, and at this point, I cannot do that yet.

I run Windows 7 Professional 64 bit SP1. I normally have any non-essential services disabled, as I do now, all of which except for AV, nVidia and Steam.

I had only seen this issue after the last update to Steam. I can access the overlay on my laptop running Windows 8.1 Professional.

Does anyone know of any Windows Updates that may cause errors? I have listed the exact error below.

You should actually try to find away to email steam (Not sure if possible) But if they don't fix it you should probably get Comp Checked (No offense) theres probably nothing wrong with it but you probaly got your setting all wacked up. ;) hope i helped you thx.

No offense, no need to have comp check, I am an IT pro...I have been working with Steam Support and getting the same resolution as I found on the forums and the interwebs. Reinstall Steam. I have already reinstalled with same. The actual error message refers to a practice that programmers use to call a stop to the program while debugging. It doesn't make sense that it would happen as it does. Oh, all games and applications suffer from this issue.

All the software I use is whitelisted by Steam but I am unable to get a reliable list of Windows updates at this point.

Man, I think your screwed. (No Offense) If your really that good with computers, I don't see how you couldn't figure it out. But if I were you I would just get a new compute (If you have the money) if you don't the only other way i could think of is to COMPLETELY memory wipe it :/ it's the only way.

Hotfix KB2803821 was causing a lot of problems for various titles and the game overlay on some systems (I'm thinking primarily of it with Dragon's Lair, but there were others that were also affected by that update). If you haven't already, you may want to see if that does have anything to do with what's going on for you.

I found out the issue for me. I believe it is a bug in the Chromium dll file used as a web browser in the overlay.

To fix, go to: "C:\Program Files (x86)\Steam\bin", that is, if you have a default installation. Find the "libcef.dll" and rename to "libcef1.dll" or any other name that varies the original. Understand, no matter what you try, you may end up with Steam updating EVERY TIME you open Steam like I do. This is due to Steam not seeing the appropriate files when it launches. I have attempt various files and no matter what I name them, Steam ALWAYS updates.

I use the following in a batch file to automatically for me:

del libcef1.dll
ren libcef.dll libcef1.dll

Open Notepad.exe and copy the above into the blank file. Then, save the file in the location of the libcef.dll file. Save the notepad file at NAME.bat. When you run the file it will automatically delete the previous file, due to the rename, and rename the new file.

@Skoob: No, Steam support has not. I updated my case to include this information and I haven't heard anything. Your honest best bet, and I had to say this, is to format your PC and reinstall Windows and Steam. That is not even close the best option, but unless you want deal with my work around or wait for an update, it's the only option.

@All: I found this solution in a post from around 2009-10. I found numerous folks with the same issue. That is why I feel this is a bug.

So, I went ahead and reinstalled Windows over my existing installation as a last chance fix. It did seem to work. I can now use the overlay without the fix.

That is tutorial on the procedure. BUT BE WARNED! This will reinstall WIndows without loosing data in a perfect situation. YOU NEED TO BACKUP your data to ensure that you don't loose anything.

You will also need to have you product key to reactivate you system. BE WARNED! I would only suggest this if you know what you are doing. I have been in the infomration technology field since 2003 and I am very familiar with this procedure.

I wanted to resolve the issue without a repair install or full install. But, I couldn't get around it.

May this information be helpful to others that have encountered the exact same issue, that is not so much a bug with Steam's functionality, but rather a problem caused by competing security platforms having difficulty working with each other on the same system while also having problems recognizing when legitimate programs are trying to operate.

Cast Ressurectus Oldium.. Figure it is ok to add my solution to this since this appeared in my Google search on the issue.

In my case I was running Steam.exe and all of it's helpers on my integrated graphics as one does... Moving Steam.exe back to the same card that is playing the game fixed this for me. I did test by going the other way as well... i.e. forcing a game to play on the integrated and moving steam to the dedicated or added graphics and the overlay would only work if it was on the same graphics processor as the game being played.
