Hey Mad, I'm from Philippines my self and I can tell you a couple of ways to add funds to your steam wallet.

What I'm currently using is Smart Money Debit Card [www1.smart.com.ph] which is then linked to my PayPal account. This is more convinient because when you buy games from steam they automatically charge from your debit card, so there's no need to add funds in steam wallet.

If applying for a card is too much of a hassle for you. Then you can try and find a DataBlitz near you they should be around any major malls out here. Then ask them about Steam Wallet Codes[datablitz.com.ph]. If you want to buy games right now and can't be bothered to wait for debit card processing times, then this is certainly quicker, although there is a bit of mark-up for the codes if you convert directly from Ph Peso to US Dollars . So you want to watch out for that.

Lastly there's this thing called MOL points[www.mol.com]. I personally haven't tried them myself. But they're worth cheking out.

Just to go back on my first point, with the debit cards, I think any card with the VISA/Master Card logo can work with PayPal. I think 7/11 the convenient stores has 'em with VISA/Master Card on it and it works with RCBC. So if you're interested you can definitely ask them about getting one.

2. Find a store on your location that sells MOL points (Usually Net Cafe shops).
3.After purchasing, They're gonna send a Code to you and redeem it on your MOL points
4.Log in on steam and go here http://store.steampowered.com/steamaccount/addfunds, Choose your desired domination then proceed via "MOL points"
5.Rest is pretty self explanatory.

Just go to a minimarket near your house and ask ''I want a paysafecard of (how much money you need) you can choose between 5 10 25 and 50 and he will give you a small paper with a code and you put it to Steam wallet (Paysafecard option) and it adds the money there, similar with mobile phone cards, so you dont need to involve yourself with stupid Credit Cards, Banks and Paypall this option started in europe and now it became popular all around the world , the PAYSAFECARD
