I don't know about prepaid cards, but the https://store.steampowered.com/account/redeemwalletcode that I get (german Steam site) lists Mediamarkt and Saturn (which are part of the same conglomerate) as selling wallet codes and gift cards (although I never understood what the difference between these two is).
