Can’t Gift

I’ve been trying to gift a friend wallpaper engine but when I get to the payment part, there is always an “unexpected error”. I’ve tried to purchase game for myself and it works perfectly fine. I even searched it on the internet and some had had this problem even a decade ago. Can I do anything or should I just wait for steam support to respond? I do want to make it in time before the steam spring sale ends.

Yep, Steam has some purchase limitations in place where you can't gift using wallet funds due to potential commercial activity where users were buying others games using their funds and being paid in real money in return.

If you buy directly with a bank card or PayPal, it should be fine.

The system suspects commercial usage of wallet funds which is forbidden by the Steam Subscriber Agreement.

Excessive usage of wallet credit with schemes to attempt to convert it back to real money, i.e. offering purchase services for a reduced price ("You give real $$$ I buy game X with wallet $$$ for you"), can be seen as money laundering attempts.

Contact support if you can't use a different payment method. They may lift the restriction, but if they refuse to lift the restriction, their say is final.

If they refuse to lift the restriction, you have to use an external payment method (i.e. credit card, paypal, ...) to gift to a friend, but can still use your wallet balance for your own purposes.

You'll need to ask Support. Sometimes they lift the restriction, most times they don't.
