Are you connected to the router by wifi or ethernet? if wifi that'll be your issue
Are you connected to the router by LAN cable or wireless?
If wireless then test it with a LAN cable. If the packet loss comes down, then wifi is your problem.
Not necessarily because of the router. An AC1200 MU-MIMO router should be able to deliver wifi performance as good as a cable in optimal conditions, but only if the wireless adapter in your PC is also AC/MU-MIMO compliant.
And talk with them or see what they can offer.
and tell them why you change, so they dont make same mistake not test connection in the first place, also can be seen as maybe its your equipement that do it. ( again dont forget its not a isp problem to help you at your equipment, some do this as border service edge there at wallplug or to its ISP router/modem if they provide such.
Just like Cathulhu point out how can they not know what bad packets is.
its basic education in network. ( you dont need to explan anything or how you should ask them
Look like a bad day for a IT support, or call them again, and ask to escalate the case if you have such option, if you are happy with bandwide and cost for current ISP.

just because you change ISP dont mean your traffic dont go though them you just left.
