you are now save from shrinking.
Its not only the processor that needs cooling, but if you set rpm to 0, its the only thing that determines if the fan cools.

Mine has very consistently idled at 39C. No fan.
while gaming on 120fps+ on 2k im never over 65.
as far as i could see while googling. idle temp is just fine on 55 as long as its cool while gaming.
What % speed fan speed or RPM is fans spinning while under 100% load on GPU?
Your tower/case could have less fans available/installed for air circulation.
Have you also plugged in each pin to your GPU?
Does your GPU and also its fans have enough free space to other hardware components? 10 cm minimum.
Is your case freed of any dust?
Such a high-end GPU of today should be not higher than 50 °C being in idle.
However, dont worry.
If your CPU and GPU are "below" 90 - 95 °C when in useage, thats fine and even intended.
Maybe you have also setup your dedicated GPU to use on desktop, your integrated GPU (Intel UHD for example) should handle it instead. The dedicated NVIDIA GPU just for games ..
Most likely a similar fan curve with a TUF 4080.
