Steam is completely janked

I can not update steam client, I cant download or update any game including recent purchases, I cant verify files, cant move games to separate storages, the entire software is janked. I have followed every tip I have found on the web including dropping the firewall for steam. I am setting up to uninstall steam client and reinstall, but would rather save that as a last resort. Any help or tip from anyone who is smarter than me or has gone through the same ordeal please respond.

This sounds like either something messing with file, and permission, blocking protocols to establish connection to server, file corruption, or worse case failing drive.
