Now it be better if someone want to gift yo funds, just do it via Steam using external payment method like credit card, or etc, all the person has to do is login on Steam, select the amount, select the person wish to gift the funds to, and pay at check out, then the person accept the gifted funds that simple.
Or they can gift you whatever game/DLC from steam as long it within 10% when compare the different currency, and game/dlc price.

Example USD vs AUD.
Game cost $59.99 USD & $99.99 AUD.
The current exchange rate is $1.58 AUD per $1 USD.
That means if game cost $59.99 USD, the exchange price is $94.88 AUD. And since game cost $99.99 AUD, there a 5.2% price gap hence within 10%.
If you want something to make it easier to understand visually use Steamdb.info it display game prices in other region, and compare to your currency to see the percentage gap.
If your friend from Italy wants to gift you steam funds, he/she need to use external payment method like credit card, bank card, or etc at checkout on Steam, and he/she pay online in order to send you the funds, you will get messages asking do you accept the gift and you click accept, and add the money to your account, that how it works.
This is not a Steam gift card.
Steam gift card will not work for you, only Steam digital gift via Steam online works, there is no code, or card to redeem.
And for math part, just use Steamdb.info website.
This site shows you % to make it easier for you, all have to do is search for game name on site, select your currency, then look at the price chart, and look for their currency, you see a % for price gap between their, and your currency, all you need to know if it below 10% they can gift you game/DLC, if it above they may not be able to gift you game/DLC.
