Try going to in the client Help -> Steam Support -> Games, Software, etc., search for "armour of the deathwatch", click said DLC, and choose "It's not in my library". This may -- or may not -- lead you a page that tells you it is/was free and having an (small, be sure to choose it) "install" link.
Worked at least at one time for removed free games as such; maybe it will for this free DLC. If not you'd supposedly be out of luck.
If it was never added to the account before you removed it yourself, you can not add it back because you never owned it.
To poster: an alternative attempt is Windows+R for a run prompt, "steam://install/1073650". When I do so myself it tells me I don't have a license -- but that might again be a matter of me not owning the base game. If that first method isn't working, try...
The only way to add something to your account that has been delisted are by Steam key, or if dev/publisher made it free via adding it using Steam command, you can use Steamdb.info to see if it works, but it's very likely won't work if it a paid DLC, and may apply to free DLC as well despite being free.

Click the DLC you're after, click install button, press ok this open your Steam client, it either offer you to download, error message, or nothing happens, so just check your base game DLC section, if nothing added in there then you know it doesn't work at all.
Which is a good thing. Steam Support shouldn't set a precedence of adding free content to peoples accounts on request, since that would mean people would bother Steam Support with it, causing actual problems and tickets to get delayed.
Slightly different from that first described Help -> Support method I guess, since it'd still in that case be automated Steam support -- but anyways: I expect that that method is in fact also the very same, with that referred to potentially appearing "install" link doing the very same once again.

Dont forget to suggest them this to solve it if it not as brake game content. its game devs choise.
