Game runs smoother on Windows 10 1709 than the latest version
Hello! I'm having an issue with an old videogame. So, I have another PC with Windows 1709 installed and the game that I am talking about is capped at 60fps and runs super smooth.

However, on my main PC the game's framerate does weird things.

For example:

- If I just launch the game and play it like normal, the framerate oscillates between 50-56fps.

- If I run a program in the background (like Google Chrome/Mozilla Firefox/Steam/etc) or if I plug in my keyboard, the game's framerate goes up to 64-62 and never actually caps to 60fps. And I can definitely feel like the game's not very smooth. The thing is, because of this framerate issue even the background music inside the game is affected - songs start playing and finishing too soon.

Any idea how to fix this issue? Is there a way I can cap the game at 60fps? The game doesn't have a vsync option in the graphics settings.

Edit: I found a fix on github! It's an FPS Unlocker, it decaps the framerate from the maximum (64). Now the game feels smooth. I get ~200fps now.

They will likely help more as they play whatever game this is.

Good idea. But I'm thinking it's more related to Windows than the actual game. Maybe if I can figure out what changes they made to Win10 after 1709 I can fix the issue.
