Steam won't allow to gift a game

so to add context, i have tried giving a friend from chile buckshot roulette, but i wasnt able to do so since the regional price difference, even though, i have already gifted this same friend 3 games earlier without any issues, since we live in the same continent of south america

and was wondering what is going, and why steam all of a sudden doesnt allow me to gift games anymore

same continent does not mean same region or same currency. currency changes value. just because there was less then 10% difference last month does not mean there is less then 10% difference today, it could be greater then 10% between the 2 currencies.
