Black Ops 1 Will Not Launch

Black Ops 1 will not launch regardless of whether I launch it on Steam or from the files themselves. I verified all my drivers are up to date, DirectX is up to date, verified game files, deleted and reinstalled, verified again, tried with and without EXPO on, reset the computer including letting it sit off for while. Steam will start the launch process saying the normal "Updating Executable" next to the play button then it just stops and nothing happens. Happens for both the single player and multiplayer instance of the game. I have played all other current games downloaded including Noita, Binding Of Isaac, Monster Hunter World, etc. and they all launch and play no issues.
