Unfortunately you're imagining you can mix and match however you want across platforms. You can't. Buying DLC keys because the store wouldn't let you I understand your thinking. But A lot of people seem to think if the store won't allow you to do something you can just activate a key to get around that limitation. I understand the thinking, but you also need to accept that these limitations aren't some kind of cleverness test to see how well you can improvise. You made an assumption instead of doing any research to understand how the system works. You coulda guess right, but the problem with guesses is you can guess wrong.
If you want the DLC, you have to get it from MS. Or buy the base game on Steam.
Nobody can help you with your unsupported ad-hoc shopping gymnastics besides tell you that's not how things work.
I'm not sure how many people already know, or assume it's obvious and how many assume what you did. But it's not a topic that comes up daily though or in vast numbers, so that might signify something.
