"Not enough disk Space" on empty hard drives

i need serious help, my steam now says i cant download anything because i dont have enough space on disk. the problem is i have almost a full terrabyte of space on the one im trying to install it on. its like this no matter what game i try to download small or large, and its doing that even on the disks that usually work as well. i tried uninstalling games to get more space to register but its always the same message "not enough disk space"

ive seen many other people with this issue and none of the tips that they said worked, ive reinstalled steam, ive checked my drives specifically, ive cleared my download cache, and ive done a multitude of other things but im starting to lose my mind because i cant play anything anymore and its only a matter of time before the games i do have get an update and im locked out of them too. if you have had this problem id appreciate any fixes you can give
