Works, thank you, I'll add that you have to put the address into a Steam client browser page's address bar. My regular web browser can't generate the page even if logged in. To get a new steam browser window w/ editable address bar I middle clicked a random link on my profile or the discussion board, or you can right click a link > open in new tab.
Kept getting an error using the Firefox browser. Finally worked after trying Chrome. Thank you!

This fix is just a palliative.
When you rejoin steam next time you will find 22's replay replaced instead of 23.
Not sure if this is an issue across the board but it sounds like for those who cant solve this by just visiting the correct page and marking the replay as public / friends only, that maybe you privated some games and thats the reason the page (or the widget to put on your profile) is broken.
