I suspect my deceased older brothers Steam account got hacked. What do I do?
My older brother passed away last year and just the other day I noticed his profile is suddenly private now when no one has had access to his account. So I think his account may have been hacked. How do I open a ticket for specifically this? There's no options for this kind of thing in Seam Support. Where would I go to send them a death certificate?

You don't. Only the account owner can secure their account. Since the account does not belong to you, there is nothing you can do.

Also, as per the Steam policies, you cannot transfer ownership of any account. The account belongs to one individual and that will always be the creator. Again, there is nothing you can do.

Well, there is something they can do, but I'm not sure they'll like it any better though. Instead of having some thief take your brother's account and using it or selling it, you can contact Steam and let them know that he passed away. The account and everything associated with it will be deleted once Steam has proof after starting the process.

My condolences, by the way, for losing your brother. It's already tough on its own, but seeing someone desecrate something that once belonged to him must be really upsetting. *Sympathetic shoulder pat.*

You could always report the account as being compromised via the report button on your brothers profile. Steam will lock down the account, the only way to recover it would be information provided by the original owner.

This is not something that happens. What process? An account deletion process can only begin by the account holder and only after they have proved they are the account holder. Imagine how volatile Steam accounts would be if we could just report them as "dead".

Unfortunately you don't have a lot of options.

You can report the account as compromised. Go to the account > More menu > Report Player > They are involved in theft, scamming, fraud or other malicious activity > Their account seems to have been compromised. When Submit, you'll get a text box to provide some details. After that it's up to Support to determine if what you say is true and decide whether or not to take action. You won't get any feedback. You'll just have to wait, watch, and hope.

If you think you know enough about your brother and the account, you can try to assume control of it yourself via the account recovery process. If it were me, I'd try this route first. If you're lucky, you can successfully seize control of the account away from whoever was able to hijack it.
