remote play doesn't work

I have remote play enabled on my host and client machine

both the host and the client show the other as "available"

I've tried enable/disabling steam remote play

I've restarted steam

I've restarted the computers

None of my games are showing up on my laptop as stream-able.

When I go to the games in my library I have installed on my desktop, they just say "install." There's no "stream" option. They don't even show up in the list of available to play games.

Why? How do I fix this? There's nothing in the FAQ about not be able to stream games. Only troubleshooting issues once the game has been loaded and has issues with streaming. Not the none of my games are even showing up to stream in the first place.
