It depends on "the game", in general the answer is no. Most games require the Steam client. But there are some DRM free games that don't rely on it.

Yes. You raise a valid point. Although the not impossible edge-case; unless they had the game files from a previous installation or copied from another system. User didn't ask about downloading games. And in the scenario where they have the game files already, and they want to play those games without installing (re-installing) Steam, then the answer is generally no, outside some DRM free games which are a tiny minority of games on Steam.
