If you meant to download, install, and/or save the entire game install (after the game is installed) and run from a CD/DVD... then no.
However, you don't need all games to be installed at the same time, just install the game(s) your currently playing and uninstall the others (to re-install another time)?
You can right-click the game(s) your finished or don't want to play yet, and select "Delete Local Content", just keep the save games if desired.
Your Hard Drive should have at least 15% free space at all times, it's not ideal to have it filled to the brim.
Consider adding a second internal Hard Drive (if you want to run games off it) or use an external portable USB one to backup/store data to (not games you want to run, but other static data).
Once they are under your Steam Game Library, there are there for life. You can uninstall and re-download them at any time. Just depends on your bandwidth if you don't care about re-downloading or want to backup to another drive / disk. There's also a backup option (browse and select a different drive to place the backup) available you could use before uninstalling. If you got lots of bandwidth / fast download, there will always be a copy online to redownload anyways, so don't need to backup.
