Steam.exe opens up CMD.exe
Got send a file from a "trusted" steam account AKA someone on my friends list...turns out they were hacked and told me too late the file got opened...now every steam related .exe opens up Cmd.exe... any ideas would be taken on board as I tried everything

I'd suggest you to do an antivirus & an anti-malware scan on your computer a.s.a.p.

Uninstall and reinstall steam if you havent tried already, if you have than i dont know.

Find any .scr file-extended files in your web-browser's downloads folder?

will a complete browser purge get rid of it or do i have to manually look for it??

No -- this is just an indicator to see if you downloaded something nasty. Check your download history.

Sounds as if it even attaches itself to files.
Maybe a scan is not enough. Especially if it didnt find anything.

You know you got an infection and your scans didn't detect it? Then please go to Support/forum of your chosen AV for cleaning & repairs. For yourself just as well as to help them detect it to prevent future victims.

As a last resort: Reformat the hard drive, reinstall Windows, and restore your files from the backups you should be keeping. If you have no backups, save any important files unrelated to Steam to external media and restore them to your shiny new operating system. Then, start keeping backups.

DO NOT just format/re-install. Like for modded games there is a huge difference between a new save and a clean save, there's a huge difference between format/re-installing OS and a Fresh re-install.

I am talking about DIFFERENCE between just format/re-install and a realy CLEAN (Fresh) install. There's no malware that can't be purged, there are in-experienced users who don't know how. That's also a difference.

Wiping the entire hard drive should be sufficient to provide a clean slate. And yes, I should have stated that it would be a last-resort. I have edited the post to show this.
