Check on the settings the download region

I've been told that ISPs count in bytes, whereas Steam counts in bits. 1 byte = 8 bits
I hope that helps to clear up the confusion a bit.

First off, you likely pay for 75 megabits per second, not megabytes. Steam measures download speeds in Megabytes.

1 byte = 8 bits.

But moving on from there. Check out what speed you are actually getting. Use a speedtest site like this:
http://www.speedtest.net/

75 megabits per second is 9.3 megabytes per second.

Now depending on your ISP, your connection may be shared with neighbors, and increased usage may limit your available bandwidth. But that all depends on your ISP.

I did that speed test and the download is coming out to 55.6 with a 16ping

55 megabits would only be 6.9MB/s download on Steam max.

Factor in some other things like your ISP's setup and load, and 4.5MB/s download on Steam wouldn't be unheard of.

You can try to see if switching your download region helps (changing Steam servers).

GO to the Steam menu and then Settings. Then the Downloads tab. Choose another region, the closest to you is not always the best depending on loads.
