So, if you have $2 in your Steam wallet and you buy a game that's $10, it'll take the $2 from your Steam wallet then charge your credit card the remaining amount.
If you don't want Steam to use your Steam wallet money you can change the method of payment when you checkout. It's the final screen that shwos your mailing address. Change the method of payment that's above your address.
You're still going to be charged the full price. If the game is $9.99 then that's going to be the total but you should see two different methods of payments in your receipt: Steam wallet, then secondary payment.
