Installing: Microsoft VC Redist Package

Hi I have installed the Call of Duty Advanced Warfare, clicked to play it in the steam program but I get the above message it said installing 1 of 3 and a timer starts but that's it it just stays there for hours doing nothing? it looks like the timer is counting but nothing happens. is it a steam issue or cod aw issue?
My system is as follows
win 8.1 64bit
rampage 4 motherboard
64 gb Kingston extreme ddr3
Intel 6 Core i7 - 3970 3.50ghz
2x GeForce 780
4x 3 TB HDD
7.1 Soundblaster surround sound system
NVidia 3d Vision
Benq 27 inch 3D monitor
Please can anyone help with this problem?

I've seen the occasional Install Step hang up, though I don't have direct experience with this game.
Generally I find firing up Task Manager and killing any installer-y related programs, and re-launching the game helps (setup.exe, msiexec.exe, etc).
Might want to make sure you have a recent restore point if you planning on doing this...just in-case it is actually doing something in the background.

Also, just try Alt+Tabbing a couple of times, once or twice I've found a window from the installer hiding out-of-sight.

If all else fails you can usually edit your Registry to bypass the First Time Installation process if you're sure you have all the prerequisites, or plan to install them manually.
