How to add friends?

I just purchased Don't Starve so I can get access to don't starve together and me and a friend (that just made his steam account) can play, whenever I try to search him to add a friend he doesnt appear, can anyone help me out, I'm still really new to steam as well

Turn on steam urls and give each other your profile links. Then add friends.

Go to the steam option/account and turn on steam urls.

Weve got our urls set up but when we go to each other we dont have an option to add, I also search for him and nothing pops up

Oh you probably have limited accounts. You need to own games on steam and have made a purchase. Free2play wont count.

Well Ive purchased rust and dont starve, would gifting him the dont starve together guest pass through email count as a purchase?
