The system could be overloaded, but it could also be the card. Most will work but not all. I do not suggest using pre-paid debit cards. In addition to being a ripoff (fees, lack of protections/support, no rewards) they also have trouble on some internet sites like Steam. Due to the high amount of attempted credit card fraud on Steam, they take a couple extra measures to verify the billing name and info that you submit is the same that the card issuer has on file. Since prepaid cards don't have that info by default purchases can often fail. Most card companies will allow you to contact the number on the back of the card for you to attach your billing info to the card. Not all with have this issue but if you were to buy a card that fails to work on Steam this could be the reason.
One way you might can bypass this by using that card to buy an actual Steam Wallet gift card if that is an option for you

There are still plenty of winter sales going on. I would import your wishlist into www.IsThereAnyDeal.com so you can find a cheap Steam key from a list of legit sites and try to use your card there.
