Can I still gift people from other countries?

Notice: Gift purchases for (X) can only be added to the gift recipient's library if they are in Indonesia, Malaysia, Philippines, Singapore and Thailand.

I'd like to gift my friend a game- Christmas. For some reason I see this note.
It would highly be annoying if I gave a gift only for it to end back up in my library when I already have it.

I'm not sure if this means that I cannot gift someone from, say, Scotland, and steam would just send my item to the library, or if it means that something else would happen.

also, how would I alternately gift my friend for Christmas?

Your friend can receive your gift.

If your friend doesn't live in Indonesia, Malaysia, Philippines, Singapore or Thailand; however, the game cannot be added to his library.

If the recipient is from Scotland, playing and/or installing the game will be impossible.

Your gift will end up in his inventory instead.

If you insist on giving him a Christmas gift, I suggest picking a gift that doesn't come with the above-mentioned country restriction .
