Report a translation problem
Purchase the game on the correct account and then contact steam support , explain exactly what happened and the fact you purchased it for the correct account.

They will only refund to steam wallet.
Ask your sister to sign into her account and enable family sharing and authorise your account to share her library.
Then you can sign into your own account and play the game.
That's the only thing I can think of at this point.
If you both use the same computer that won't be an issue anyway.

And then buy a GIFT and when i get refunded i can just send the gift to my own account?
You cant get it as gift then try for the refund. It wont work.
I don't think that counts since you didn't buy the wrong game you bought it on the wrong account.
And since you've actually played the game already I doubt Valve will refund. You can always ask them of course, it won't hurt to try.
